This article by Alexei Pikulik and Sofie Bedford published in EEPS (East European Politics and Societies) focuses on paradoxes of democracy promotion aid.  The authors conclude that the democracy promotion efforts strengthened autocratic rule in Belarus rather than brought about democratization.
